Cidade dividida: desigualdade socioespacial e o acesso à moradia no empreendimento Parque das Águas, em Juiz de Fora (MG)

Abstract

This research analyzes the process of socio-spatial segregation in Juiz de Fora (MG), aiming to investigate the implementation of the Minha Casa Minha Vida Program (PMCMV) and its impacts on access to decent housing. The study is based on the need to understand how peripheral housing production contributes to the deepening of urban inequalities. The central hypothesis argues that housing policy, although legally supported, operates under a market-oriented logic that reproduces mechanisms of social exclusion. The theoretical and methodological framework is grounded in the Marxist perspective and the theory of the state of exception, through bibliographic and documentary research, as well as geospatial analysis of the Parque das Águas housing development. The findings indicate that the peripheral location and the lack of basic infrastructure, evidenced by critical distances from health and social assistance facilities, configure a scenario of urban exile and accumulation by dispossession. It is concluded that the program, by prioritizing private property over the right to the city, deepens class, race, and gender inequalities, posing challenges to the role of Social Work in the defense of full citizenship.
