Juventude em conflito com a lei e família: desafios e possibilidades do CREAS frente às medidas socioeducativas

Abstract

This study analyzes the relationship between the families of adolescents serving community-based socio-educational measures and the role of the Specialized Reference Center for Social Assistance (CREAS), seeking to understand how social work with families is carried out within the framework of the Brazilian Social Assistance Policy. The study is based on the understanding of youth as a historical and social construct shaped by class, race, and gender inequalities, as well as on a critical analysis of the socio-educational measures established by the Brazilian Child and Adolescent Statute (ECA) and regulated by the National System of Socio-Educational Assistance (SINASE). The research adopts a qualitative approach and was conducted through bibliographic research, based on Mioto and Lima (2007), combined with documentary analysis of records produced during the supervised internship carried out at a Specialized Reference Center for Social Assistance (CREAS). The literature review showed that, although the legislation emphasizes the guarantee of rights and the shared responsibility of the State, families, and society, practices marked by familism and the blaming of families for adolescents' trajectories still persist. The analysis of the internship records revealed that professional practice is constrained by structural limitations of the social assistance network, the insufficiency of public policies, and working conditions that hinder the effective implementation of the educational purpose of socio-educational measures.
